The Oregon Consensus Program is the State's public policy mediation program. The OCP provides services to assist in initiating collaborative, consensus and conflict resolution processes related to public issues, which are issues involving some level of government and some part of the public beyond one individual. We also manage a program to resolve land use disputes, which may involve fewer parties.

The Program's approach is usually to conduct an assessment to determine whether mediation or a collaborative process of some kind is feasible. If it is, we would work with the parties to design the process, formally convene and select an agreed on neutral to facilitate or mediate the process.

Background

The Oregon Consensus Program incorporates the components of the former Oregon Public Policy Dispute Resolution Program of the Oregon Dispute Resolution Commission, which were transferred to the Hatfield School of Government at PSU by the 2003 Oregon Legislature when it abolished the Commission.

Education/Training

The OCP draws from a roster of mediators and facilitators who are experienced in a range of substantive areas of public policy mediation and neutral assessment. We also team with the Community Dispute Resolution Centers around the State on local disputes, when it is appropriate. We work with parties to match the right mediator to the situation.

Fee Information
|
|
Until June 30, 2005, the OCP has limited funding to provide technical assistance and some screening services without charge. We have funds to assess and possibly assist with mediation costs on land use disputes. We assist parties to develop the resources needed to fund the process that is most likely to be successful. After July 1, 2005 we hope to have funding for additional services.
